change of status from h-4 to f-1

Hi

I applied for F-1 last year and it got approved however I went out of country for stamping and the F-1 got rejected and I came back on h-4 visa status. After coming back to US I agained applied change of status from h-4 to f-1. I application was recieved by USCIS on 14th july and till now I have not recieved any response.Is there a chance that my f-1 rejection in India will trigger an rfe or the visa could be rejected since I applied it second time.

As long as the present case has its merits, i dont think you should have any problem. Can you share the name of the University?
