How to file a F1 visa from H4 ?

Hi

I am currently in H4 visa, and tried for H1b this fiscal year. No luck, i didnt got the receipt.

Now am trying to apply F1 visa. what is the procedural steps for F1 visa.?

Am i eligible to work with f1 visa ?

You will have to enroll in College and obtain I-20 to change status to F1. Some universities provide a CPT (Curricular Practical Training) after some time to work.
