Change of visa status

Hi,
I am in H4 visa currently with valid visa until Nov 16, 2016. I also applied for H1B via a consultancy for the year 2016.
Meanwhile I also applied for MS course (9 months) in a university in Iowa. I am joining in April 2016. The course will end on November 2016. 
Questions:
1. What will be my visa status if i quit my course in june/july after my petition is picked in H1B lottery? Does this have any legal issues if i discontinue the course?
2. Is it legal to apply for H1B and also studying the MS course in university at the same time?

You will be out of status, you may have to go back to H4

2. Is it legal to apply for H1B and also studying the MS course in university at the same time? 

Yes, it is

Regarding Question 1:

Do I have to apply H4 again through my H1B Employer for my change of status or automatically converted to H4?
