H1B Transfer receipt processing time after 3rd April'2017

Question

 was about to get an offer from a product company but their HR told me that H1B transfer receipt process takes around 2-3 months(after suspension of Premium processing for next 6 months) so they may not consider me for this role but I think it may take 2-3 weeks only with regular processing.

I just want to know the exact processing time for H1B transfer receipt after 3rd April'2017 so I can share this information with them.

Does anyone got the receipt with H1B regular transfer after 3rd April ? 

Is there any SLA by USCIS for receipt of H1B transfer with regular processing ?

did you hear anything on your case? my company filed for h1b amendment on april 10th and it seems like they have not even received the receipt.

wonder it is just incompetence or the new administration is intentionally delaying things for immigrants and creating value destruction for everyone.

1. They will receive an H1B Receipt within a week after the H1B is received by USCIS

2. You may begin working with the new employer as soon as they receive an H1B Receipt Notice under AC21, H1B Portability Regulations. You do not have to wait for the approval.

Keep one thing in mind - Even if you join the new employer while it is pending, there is a chance that the H1B may be denied for several reasons. Especially with IT Consulting Companies, where you will provide services to a third-party Client. If you will work with a Direct Employer, you should be good. Based on the information provides by you, I am assuming that this is a full-time position with a Direct Employer.

3. The time frame for H1B normal processing is 3-8 Months.
